I once was asked at an interview what my Vigil name was. The interviewer was also vigil. I still didn't get the job. :-) I think there are some risks to including either Eagle or fraternity membership on a resume. It all depends who reads it.

Re: What is the signature.asc attachment on my email?

Very good not-too-technical but just-technical-enough explanation!
Also, nice site design! I was also an atheist (in the closet at the time). Now I'm out of the closet as an atheist, I've volunteered for a national and local atheist organization. I know several guys I was in scouts with who are now openly gay, I met one while marching in the local Pride parade. So now...If I put Eagle Scout I'm going to potentially get discriminated against for being associated with an organization that can legally discriminate against gays and atheists. If I mention my work the atheist organizations (because it relates to jobs I'm applying for) I'll be associated with atheists, which in surveys are consistently the most hated/distrusted minority. I could try both, just to confuse people. By the way...since showing up to local atheist meet ups, I've started meeting a lot of other Eagle Scouts...

Re: Why am I awake at this ungodly hour?

Nicely done. I totally agree on the gradual roll-out. As I talk to more enterprises about DevOps they come up with reasons/excuses why they can't release in small chunks. Some of them have better arguments than others, but I think there is generally a lack of creativity and commitment to change. If they don't change, they'll remain stuck with big releases that fail frequently.

While you could roll out healthcare.gov gradually by user groups, I'd suggest rolling it out gradually by function. They could have rolled out simple registration early/separately and then added on more things you could do on the system over time. On October 1 they could have turned on the last piece needed to actually enroll for insurance (perhaps after some small user base testing like you propose). That's the way I've seen large systems get built. They evolve and grow with new services added and existing ones tweaked over time. It's crazy that anybody in app dev creates a big bang release plan. They should just be fired for incompetence.

While you know more than I do about the effort required to build a front-end like healthcare.gov has, I think the back-end is where all the dollars got sucked and most of the errors live(d). They've integrated many systems, including systems across different "business units" (IRS, DHS, HHS, ...) and enterprises (insurers). Beyond the general pains that arise with system integration, healthcare integration seems to add an extra degree of difficulty. I have seen a few of the challenges involved, but I think I've only scratched the surface in the projects I've seen.

I'm convinced the solution could have been done better, faster, and for less. I agree that using a smaller team of rock stars is also a good plan.

Re: Listing Eagle on a Resume?

You should have said, while 99% of my peers were out screwing around, I was setting goals, taking leadership positions and learning responsibility, and giving back to my community through service. My experiences (my leaders, fellow scouts, camps, and other events) never included discrimination, or turning anyone away, and if I had encountered it, I would have argued against it to the best of my ability, and reconsidered my affiliation. Despite the socially conservative values that I disagree with, I still feel the award shows my leadership ability, dedication to reaching goals, and ability to rise in rank within an organization.

Sucks for that experience you had man.
